Dr. April has over thirty five years of experience in the field of Laboratory Animal Science and Veterinary Medicine. He is currently the Senior consulting veterinarian for E-Z Systems®.  Dr. April retired from Temple University in 2010 as University Veterinarian and Director of the University Laboratory Animal Resources (ULAR) and the Attending Veterinarian (AV) for the Health Science Center. He was integral to, and a voting member of, the IACUC, IBC, and the OH&S committees. Also, he was a member of the Board of the Directors for the Pennsylvania Society for Biomedical Research (PSBR) for 10 years.

Prior to retiring from the U.S. Public Health Service, Dr. April was a Health Science Administrator with the Comparative Medicine Program, National Center for Research Resources, NIH; and Veterinary Medical Officer assigned to NIH.  Dr. April retired from the U.S. Public Health Service in 1995 as a career officer with the USDA, FDA, and the NIH. His field contained a wide background in biomedical research and animal facility design and management.

He has been a Diplomat of the American College of Laboratory Animal Medicine (ACLAM) for 30 years and he has served 7 years as the American Society for Laboratory Animal Practitioners (ASLAP) representative to AAALAC Board of Trustees; and 10 years on the AVMA’s Animal Welfare Committee. He participates regularly as an institutional site visitor and scientific advisor, and regularly attends continued education seminars, as well as, conferences on current trends in biomedical research, laboratory animal science, and veterinary medicine. Dr. April was also the Delegate for 12 years from the District of Columbia VMA to the American Veterinary Medical Association (AVMA), the governing body for the veterinary profession.

Dr. April’s consulting work is tailored to meet the needs of the government, larger corporations, and university systems in biomedical research for laboratory animal science and program management.

He is experienced in assisting clients in institutional animal facility management and expanding biomedical research enterprise.  He assists in preparation and implementation of protocols and sop’s involving special animal care, animal housing, nutrition, hygiene, and written / computerized record keeping systems; as well as, quality control programs to monitor compliance with government policies, occupational health and safety procedures, and animal and human health surveillance. He has worked with the International Science and Technology Center (ISTC, the training arm of the State Department), to teach selected Russian medical scientists for FDA related GLP’s, GMP’s, and the PHS/ILAR Animal Care and Use Guide.

After leaving the U.S. Government, Dr. April held the position of Director, Biomedical Research Services Division for the Bionetics Corporation. There he managed a rapidly growing area of the Corporation that included all laboratory animal science contractual efforts with the government. This included a nationwide animal science staff at a level of more than 300 personnel.  Bionetics clients included nine National Institutes of Health (NIH) Institutes and Centers, three FDA Centers, and two NASA Centers.  He was the primary responsible person for providing laboratory animal science and technical oversight to these government agencies. He provided extensive interface with Government officials (Contracting Officers, Contract Specialists, Project Officers, Principle Investigators, Center/Institute Directors, and Attending Veterinarians) to ensure that all related animal science and biomedical contractual efforts were in full compliance with the contract terms, government policies and principles, and AAALAC standards.

In addition, Dr. April currently serves on several different professional committees and is an active member of the AVMA, PAVMA, AALAS, APV, ASLAP, PSBR and ACLAM.  He has also authored (co-authored) over 20 publications and given over 30 professional presentations in the area of biomedical research. He is licensed in the states of Maryland and Pennsylvania, and accredited by the USDA.
